There already ARE "several "tiers" for different internet speed levels", and have been for a long time. Check with your ISP. I have mid tier service, which does the job for me.

buyverizon.com

I used to work for Verizon. At that time, their plan's download speeds ran from 5mbs - 150 mbps, with many "tiers" in between.
