Well, we just disagree about the facts. The tuition itself was always the same for everyone. We didn't say one group had higher tuition charges than another.

More aid did flow to the needier people which had the effect of lowering their costs, but we didn't raise another groups costs because of that.

If public universities want to "cost shift" I don't have a problem with it as long as they do it openly so everyone knows what the policy is..
