It is appears from your posts that you are involved in this issue personally, and I think you may be too close to the action to consider this dispassionately. No one should consider politics dispassionately; particularly not when class warfare of this type is being waged. As for public debate, go to it. The difference is that we disagree on the issue to be debated. Moreover, if this concept of "set asides" is the topic in the way you've framed it here, then the entire concept of the portion of the budget devoted to aid would need to be on the topic. I suspect the athletic department and the art department, and the music department and, perhaps, the english department would have something to say about it.
