I'm surprised you are surprised. This is the structure of medicare, social security, all sorts of safety net items at the federal and state level, among other things. It's never been hidden. Just no right wing political machine to convert a social good into class warfare. Yes, those to my knowledge have never been hidden, but not the public university tuition polices or the AFCA polices. Doesn't it bother you not to have debate on significant social policies prior to enactment/implementation?
