Curious to know why you would post this if you think it sucks. It's not a bad photo at all considering the circumstances. Nice composition and the longer exposure captured enough light to brighten the water against the silhouette of the tree.

I've seen a lot worse and many I shot myself.

If you are using a Carbon Fiber Tripod you could try hanging a 10 pound sand bag from the center to help keep it stable in high winds.

Getting it perfect is sometimes a happy accident unless you come prepared for every possible contingency.
