no one pay 91% there were tons of write offs, you could buy bankrupt LPs with giant tax lose carry forwards for pennies on the dollar. the rich paid about 30% back then.

you could write off interest payments on all your houses, all debt. your kids tuition

The tax rate and what the richest paid after deductions are entirely different...nobody paid the top tax rate. You know that.
