There could be some truth to this whole theory. Measurable CO2 levels are increasing while glaciers are retreating, and CO2, by itself in a simple model does retain extra heat. But any global treaty must be fair to all parties, including USA industry, so it doesn't have a realistic chance of making it thought the USA Senate.

infastructure attack
Think this is just another diversion to make it illegal to encrypt documents without giving the government the key. The Clinton administration has been trying all sorts of angles to accomplish this through the years. For details, check out www.eff.org. Bottom line, they are more interested in being big brother than to responsibly manage their infastructure.

Talk about priorities :-)
