Conservatives were jumping up and down to stop that extra 15% from being paid, but amusingly are now trying to use the cuts being made to it as a failure of the ACA which has nothing to do with it. Trying to coerce your statement above to fit the actual, true, facts of Medicare Advantage is just impossible. I don't know why you continue to talk about this subject that you clearly have to meaningful understanding of.
