You are dreaming. No way you will get 38 states for that laundry list, particularly the repeal of the 17th amendment.

Found a list of at least some of the Liberty Amendments

1. Term limits, including for justices.
2. Repealing Amendment 17 and returning the election of senators to state legislatures
3. A congressional supermajority to override Supreme Court decisions (overruling what could be a stacked court)
4. Spending limit based on GDP
5. Taxation capped at 15%
6. Limiting the commerce clause, and strengthening private property rights
7. Power of states to override a federal statute by a three-fifths vote.

I don't see this for several reasons. You might get some support for term limits. It is going to depend on where the limits are set.

The reason why the 17th amendment was passed was because it was too easy to buy Senate seats. Repealing it would make it even easier to buy senate votes than it now is. Putting out a fire by pouring gasoline on it is not very productive.

Number 3 is a non-starter. The Articles of Confederation resulted in a failed government. Bringing them back is a bad idea.

Spending caps based on GDP could have merit. But, there are times when such caps need to be suspended. What if we had such a limit when WWII started? Just to take one example.

Limiting taxation to 15% is a stupid idea.

Limiting the Commerce Clause. It depends on what you have in mind.

Again, the Articles of Confederation resulted in a failed government.
