What you don't get is that it isn't the NUMBER, it is their character that matters.

The bottom line is that Obama has misused the process to run end-arounds Congress, often flatly in violation of the law.

It is more like a move toward fascism than it is using the White House effectively. As he has done since he arrived there, Obama is essentially disrespecting the office of the presidency with his abuse of Executive Orders.
