No, it isn't. Bush used them heavily, but usually for very limited and specific purposes -- for example

Setting out the rules for success in various departments (VA, State, Labor, etc.)

Which Bush executive orders did you (as a person opposed to him politically) oppose?

Which Obama executive orders did you oppose?

Obama made use of EO to effectively change the law where he couldn't get legislative support for something he wanted to do. Like last week's raising the minimum wage, AT TAXPAYER EXPENSE, of government contractor's employees. Or this idiotic POS on Climate Change from a couple months ago.

Bush never did that kind of shit and I doubt if Reagan did, either.
