It is perfectly logical. A statement of atheistic non-belief is a statement of certainty. It is a statement that dismisses a whole body of theistic ideas and institutions persisting across time and circumstance, with certainty.

We construct intricate and complicated ideas, belief systems, political systems, doctrines, and creeds which exist as bridges from what is self-evident to what is practical or at least functioning in societies.

Ironically, our experience with these institutions of culture is wrought with uncertainty.

The only people I have met who deny that, typically expose themselves as base liars when tested and atheists are no exception.>>

That makes no sense!

All the atheist is saying is that they don't believe. They are not saying they know anything.

It is the believers who say they know, which goes directly against the thesis of your post!
