Often those were the ones that ended up in the Army stockades--the ones given that choice! IMHO, such programs will only work if the participants want to be there. But shoud we try to have them--yes I think so. We need to try to make them meaningful in terms of the experience for future employment. Wonder how our Jobs Corps programs are doing--haven't heard much about them lately.
