That might be part of it. But there's a lot more to it than that. Amnesty is basically good though. I have no problem saying AMNESTY! AMNESTY! AMNESTY!

I've not heard a single word about what needs to be reformed.

Form too complicated?
Wait times too long after application?
Quota's by country or skill need adjusting?

What's wrong with the system exactly?

Criminals need a pass and free chit - oh right.
