The vast majority of Colorado River water is used for agriculture. It's not LA that's "sucking the life out of it".

most of the water Los Angeles relies on flows from north of the Tehachapi.

Oh really? This nimrod just got through saying that they get their water from sucking the Colorado River down to a trickle. Which is it, the Sierra or the Rockies??
