(1) You can burn CO. That would require oxygen. You get it free from the air.

(2) You can use CO as a feed stock for a Fischer-Tropsch reaction to make hydrocarbons suitable for diesel fuel. That would require hydrogen. But the electrical process to get hydrogen out of water is well known and pretty efficient.
