No, but there are number of other resources that are more effective and readily available to such a person.

For example, the drug maker Novo Nordisk will provide insulin on an unlimited basis to anyone who meets their indigent eligibility requirements (i.e., doesn't have insurance or other resources).

Most drugmakers have similar programs. So, the ER would not be a necessity in that circumstance and this or other alternatives would be more convenient for both the patient and the ER.
