I would think that Apple will also want it to be able to function as a stand alone device.
For all the techies, is it possible to built all the hardware needed for a watch size gadget with 3G/4G and Wifi capability?

Yup. It is the beauty of a robust ecosystem of interoperability. If Apple gets it right, it would lead iPhone owners to buy it and non-iPhone users to want it. I wouldn't bet against that happening.
