Everything you say is true for international apps and I have little worry on this issue considering the size of the US and Japanese app markets. My comments are geared towards truly local apps.

What about the programmer looking to deliver cricket scores in India? or the results of a local soccer league in Brazil? or the Indonesian television station creating their version of HBOGo? or the nationwide chain of Malaysian supermarkets looking to develop an app?

iOS punches way above its market share weight due to its demographics/usage but there is some limit to that. I dont know the exact number, but I question whether a 1-2% share in India is truly sustainable. At some point, local programmers will go with Android first, or even Android only. I tend to view app selection as being an extremely important advantage for iOS so long-term sustainability in these countries will depend on maintaining enough share to insure that iOS always matters to local developers.
