Did he need Congressional approval to go get Osama by putting American troops' lives in harm's way. If not, then why would he need Congressional approval to send in missiles and some air strikes in Libya. You need to read up when Congressional approval is required. Furthermore, what is Congress' approval rating. If you had an employee who was operating at only 11% of his potential and you did not have the power to fire him,, then wouldn't you do everything within your powers to deliver what you have been hired to do? Screw Congress. They are not working. Spending dollars unnecessarily passing to turn Obamacare more than 40 times, conducting endless investigations with no results etc. etc.
