However, I still don't get it.

That was what "Mr Market" said it was worth on the scrap market to someone who was willing to comply with all the Gov's rules and regulations about scrapping it.

pay the umpty millions to handle the asbestos and get to the treasure trove of steel.

A carrier of that vintage has about 25-30K tons of steel. I haven't priced scrap steel in many years, but I would guess less than $200/ton. $5-6M for the steel. There are probably a few hundred tons of copper on board which is worth a lot more per pound, but still it is not a good business if you have to pay rich world labor and have rich world safety precautions. Tow it to India and it is worth more.
