As Harry Truman indicated, "The Buck Stops Here", which clearly tells one that the final decisions, among other things, are made by the President of the USA. No doubt the President receives and has to listen to many suggestions and advice, on a wide range of issues, emanating from experts, advisers, staffers, etc.. etc.. At the end of the day he has to make the final choice as to which way to go, as some of that advice can be varied. IMO, the more personal experience he has had in the arena of governing the less likely it may be that he will have to rely, entirely, on what he's advised or recommended to do. He'll probably be better equipped to know enough about the subject to make an objective decision from the many that may lay before him. Yes, there's always the question and spectre of "Approval Ratings", and as you say, "The American electorate is very dynamic". However, one of the things we cannot really know about for any degree of certainty, is how one President would actually have reacted or performed in those situations that confronted another President. Sometimes Presidents are faced with very difficult decisions and may have to make unpopular choices in their belief that what they are doing is in the best interests of the country. It's easy to judge one after the event, but it may be a different story at the crucial time. Then, of course, there's also the question of what's happening in the International arena outside of the country over which a President may not be able to do that much about but which may still affect life back home .... so many unknowns .... so difficult, IMO, to know for sure ....
