No he did not. Romney called for back then funding to be provided for by private industry, but with guarantees by the government. Obama had looked into the same thing but had not considered loan guarantees by the government. It is highly doubtful that banks could have lent the money with those guarantees even had they wanted to...both supported managed bankruptcies. They both were on the same page there.

Romney supported auto bail outs, it was just post bankruptcy instead of beforehand.
