My recollection is that he believed private industry could provide the funding, but as a last ditch effort, yes, government could guarantee some debt.

This is radically different from what happened.

But your point is taken -- Romney would have stood ready to guarantee some debt given an appropriate restructuring of the business. I probably would have supported that as well.
