On the Netcom homepage is a photograph of an elderly woman standing in front of and facing two riot policemen. Her right hand covers the upper portion of her face; she appears to be crying and in deep despair. The police, who stand about 8 in taller, look straight ahead impassively. They are preventing her from entering her bank which is among those that have been closed by the government. Her life savings are there, so the caption reads.

Sounds to me that what you really mean is that they need to be punished severely.
