Most CEO's/Officers have very small time windows in which to sell accompanied by volume restrictions, etc.

I must have missed that. I don't think that Michael has ever sold his options, but may be mistaken. (The company, DELL, does sell puts and buy calls on its stock, but I do not think that the CEO, Dell, ever has. Perhaps you misinterpreted that.) Can you provide a link?
