"Year 2000 Conversion Progress Report for November 15, 1997 currently being prepared.

U.S. Office of Management and Budget

State/Federal CIO Summit on Year 2000:
State and FED have agreed to use four-digits for exchanges between the states and federal government. It is probably reasonable to assume that the FED (and states)will require companies to provide data in the same format.
