Politicians determine interest rates, precious metal prices because they are competition, and they also intervene to defend currencies against other currencies. They also decide how you pay or don't pay on gains and losses. It total, they do manage your investments, your real returns. If you buy Govt Bonds, then they 100% manage your investment. If you paid into Social Security or Medicare, they 100% manage that "investment".
