This long delayed Government standard may have been why companies were delaying their remediation effort. Why do windowing if you can't communicate with the prime business contractors in the U.S.,i.e., Federal and local governments.

Exporting a four digit year and "windowing" have nothing whatsoever to do with each other, which is why I was (trying to be) facetious. How a program handles a variable internally and how it communicates it to the outside world are two very different things. To be simplisitic, if you require a yes of no answer from me, who cares about my thought process as long as I return either a "yes" or "no"?
