According to an article posted a few minutes ago, they are not using Android.
Chrome OS and the Chrome browser aren't Android. As long as they integrate some form of Chrome, it will enable a lot of the functionality users seek. How great would it be to have access to Google Now right from that dashboard?

They certainly might be trying to attract the Apple user base, but that doesn't mean that installing an Apple-only interface makes sense.
