"dirty" would mean that the drug is contaminated, adulterated or impure, and the drug is none of these.
The company would not release a drug that does not meet GMP requirements.

It's a poor choice of a word and misleading, if not purposely inflamatory. If the author had concerns about the drug's efficacy or safety he could have said so without using that term.
