I would agree that owing TARP going into 2014 isn't a desirable situation when evaluating a bank.

..I think a shareholder would be very happy with the terms.

Notice you mentioned FSWA. I just picked up some shares of this little regional bank.

Honestly they are overvalued, but they have been pretty firm on holding the price up in the .06 - .07 range.

Shareholder equity is $11,841,000 as of last call report so with ~ 293,500,000 shares OS the BV is ~ .04 cents.

Shareholder equity yoy only increased around $110,00 and earnings for the first quarter were a platry $19k

So this is in no way a value stock... but I believe they are in an excellent location and are poised for furture growth.
