Can you give us more information? Do you see the free full computer backup offer only when you are on the Internet (which browser), or just when you start Windows (what version).

Is this a new computer or an old computer?

You might want to do a system restore to a point before when you started seeing this weird stuff.

What OS are you running? XP, 7 or something else? Your reports over the months and years indicate you should back up your data, and do a clean install of the OS. Have you ever done a clean install before? Your current system sounds totally gumped up.
