"That's why I would like to bring stigma and shame back into the culture." Like most conservatives, you want to stop the future and return to the past. It'll never happen, and any attempt to do so will just frustrate you and your fellow past-graspers. Rather than stigma and shame, I'd rather provide free, no questions asked birth control to any teen that asked, no parent need be involved. That might be partially effective, and reduce out of wedlock births. But, for "values based" conservatives, they just have visions of young people having pregnancy risk-free sex - the SHAME!
