on the one hand the morons at the fed are probably still human, meaning they would have a nervous giggle or 25 average laughs per meeting

on the other hand the cretins at the fed are probably just moronic academics detached from human society enough that everything to them is an academic exercise and when experiments go wrong, they laugh and move on to the next victim
