"We are very worried about the unstable situation in Crimea," said a joint statement from foreign ministers Laurent Fabius of France, Frank-Walter Steinmeier of Germany and Radoslaw Sikorski of Poland. On Friday, soldiers wearing camouflage and bearing automatic weapons took up positions at Belbek Airport in Sevastopol, home of Russia's Black Sea Fleet, and at the airport in Simferopol, the region's capital, a move that Ukraine's interior minister called an "armed invasion and occupation" by Russia. A week ago, Messrs. Fabius, Steinmeier and Sikorski were key negotiators behind a short-lived accord that aimed to head off tensions between President Viktor Yanukovych and throngs of pro-Western protesters who had flooded central Kiev. That accord quickly unraveled as Mr. Yanukovych fled Kiev, stoking fears that pro-Russian areas in Ukraine's southeast might seek to break away from the rest of the country. On Friday, the three European ministers called on Kiev to reach out to Ukrainians in the south and east of the country and "take into account all of their legitimate interests, including minority rights and in particular language issues." "Everything must be done to lower tensions in the Eastern region and promote peaceful discussion between the parties involved," the three ministers said, reiterating their support for the "sovereignty and territorial integrity of the country."
