I wish to revise my previous remarks about what our Justice Dept is arguing in Louisiana with regard to vouchers. It is arguing that the voucher system there makes schools both blacker and whiter thus leading to resegregation. More white students leave black schools under the program and more black children leave white schools with vouchers is the argument. That's why the parties have agreed to gather the data to see in fact what is the situation.
