I think his "should be" implies an "instead of" or rather than"--don't you think?? So let us help you see the whole picture:

A man's ethical behaviour should be based effectually on sympathy, education, and social ties and needs...rather than arbitrary (and contradictory) dictums flowing from dogmatic writings of primitive tribesmen from a pre-scientific age which were implemented to control the behaviours of primitive communities. In those communities, the component of "education" was sufficient unto the ignorance of the group. But the "education" of primitive, superstitious people who believed in demons and spirits and such does not transfer to the civilized communities of the modern world. The "educated" morals of the bible are abhorrent to any civilised human being. Just as their "medicine" is ridiculous in the treatment of disease, so are their ideas for healthy co-existence often racist and barbaric and nothing to be proud of.
