You increase a childes intellectual capabilities by two years by the time they are five and you have just changed that child from a loser in life to a winner.

No, I respectfully disagree. If we are going to spend taxpayer money on these "improvement" programs we need to know if they make a difference in the long run. Why do you object to gathering such data?
