At least 45 percent of students in Louisiana's controversial voucher program last year attended schools with performance scores in the D to F range of the state's grading scale, according to data the state released Wednesday.



And that's the (political) force driving the voucher program--not only in Louisiana, but in Georgia an Wisconsin. Poorer parents want to be able to get their kids out of those (failing) schools. So Democrats need not only to argue about the diversion of public monies, but also to have concrete plans about "fixing" the failing schools.
