I am not sure he expanded the program.But, here is the problem. The program(s)(there are probably many programs we know nothing about) were initiated without any public discussion. Once something like this is in place, it is very hard to shut it down.

For example, if the program(s) were shut down or even significantly scaled back and we had a terrorist attack, the Republicans would be calling for Obama's head because those program(s) could have stopped it. Despite the total lack of evidence that they have stopped anything at all.

So yeah, it would have been great if he had shut the program(s) down. He didn't. It sucks, but I can see why he hasn't.

As to the Imperial Presidency, the Republicans have been pushing this concept since Nixon. It was in full flower during the Reagan years. That sucks too.
