Christian leaders in the northern Syrian city of Raqqa, captured by an organization formerly affiliated with al-Qaeda, have signed a submission document this week banning them from practicing Christianity in public in return for protection by their Islamist rulers.

The document, dated Sunday and disseminated through Islamist Twitter accounts, states that the Christian community in the province of Raqqa, captured last March by the Islamic State of Iraq and the Levant (ISIS), was recently given three options: to convert to Islam; to remain Christian but pledge submission to Islam; or to “face the sword.” They opted for the second of those choices, known as dhimmitude.


Earlier this month, al-Qaeda’s central command distanced itself from ISIS, saying it was “not a branch of al-Qaeda.”

The authenticity of the document, displaying the stamp of al-Qaeda, could not be independently verified. The signatures of 20 Christian leaders at the bottom of the document said to have been party to the agreement were blotted out, ostensibly at their own request.

According to classic Islamic law, Christians and Jews living under Muslim sovereignty must pay a tax known as jizya in return for the Muslim ruler’s protection, known as dhimma.

The Christians of Raqqa chose to sign the dhimma treaty over war, the document stated, receiving a commitment by local ISIS commander Ibrahim Al-Badri, also known as Abu Bakr Al-Baghdadi, not to be subjected to physical harm or religious targeting.

In return, the Christians agreed to a list of conditions: to abstain from renovating churches or monasteries in Raqqa; not to display crosses or religious symbols in public or use loudspeakers in prayer; not to read scripture indoors loud enough for Muslims standing outside to hear; not to undertake subversive actions against Muslims; not to carry out any religious ceremonies outside the church; not to prevent any Christian wishing to convert to Islam from doing so; to respect Islam and Muslims and say nothing offensive about them; to pay the jizya tax worth four golden dinars for the rich, two for the average, and one for the poor, twice annually, for each adult Christian; to refrain from drinking alcohol in public; and to dress modestly.

“If they adhere to these conditions, they will be close to God and receive the protection of Mohammed his prophet … none of their religious rights will be detracted nor will a priest or monk be wronged,” the document ended. “But if they disobey any of the conditions, they are no longer protected and ISIS can treat them in a hostile and warlike fashion.”

ISIS has previously banned the sale of cigarettes in Raqqa and enforced the veil for women in public. Last week, the Daily Star Lebanon reported, it changed the official weekend in the province to Thursday and Friday from Friday and Saturday, as practiced in “faithless countries.”

Last year, Harry Reid invoked the nuclear option in the Senate in order to get Barack Obama’s appointees confirmed over Republican opposition. His latest appointee might be doomed anyway. Sen. Robert Casey (D-PA) announced on Friday that he will oppose the confirmation of Debo Adegbile to run the Civil Rights Division at Justice on account of Adegbile’s activism for convicted cop-killer Mumia Abu-Jamal:

Sen. Bob Casey (D., Pa.) said Friday he will vote against Senate confirmation of Debo Adegbile, an Obama administration nominee who has been criticized for his role in trying to overturn the death sentence of Mumia Abu-Jamal, who was convicted in the 1981 killing of a Philadelphia police officer.

Casey is believed to be the first Congressional Democrat to publicly oppose the nomination, which is set for a key procedural vote Monday.

Adegbile has been picked to lead the Justice Department’s Civil Rights Division, but he has faced stiff opposition from Pennsylvania Republicans due to his role in the charged Abu-Jamal case. Adegbile, as part of the NAACP’s Legal Defense Fund, supervised a team in 2009 that represented Abu-Jamal before the Supreme Court as he sought to have his death sentence overturned. …

Sen. Pat Toomey (R., Pa.) and U.S. Rep. Mike Fitzpatrick (R., Pa.) have vocally opposed Adegbile’s nominaton. So has District Attorney Seth Williams, a Democrat.

The procedural vote to proceed on Adegbile’s confirmation has been postponed due to inclement weather today in Washington DC, but could come up as soon as tomorrow. The widow of the police officer murdered by Abu-Jamal has started a petition to keep Adegbile from winning confirmation to the position:

Maureen Faulkner, whose husband, Daniel, was a Philadelphia police officer shot to death by black radical Mumia Abu-Jamalduring a traffic stop, has started a petition at Change.org asking senators to vote against President Obama’s nomination of attorney Debo Adegbile as assistant attorney general in the Justice Department’s Civil Rights Division.

Adegbile, as a former head of the Legal Defense Fund for the NAACP, was one of Abu-Jamal’s top lawyers. In 2012, Jamal’s death sentence was commuted to life imprisonment after a lengthy legal battle and three decades gushing, liberal attention.

Faulkner’s petition accuses Adegbile of benefiting from Abu-Jamal’s death-row-celebrity status.

“Attorneys working under Mr. Adegbile’s supervision have stood before rallies of Abu-Jamal supporters and openly professed that it was ‘an extreme honor’ to represent the man who put a hollow based bullet into Officer Faulkner’s brain as he lay on the ground wounded, unarmed, and defenseless,” the petition states.

The issue here is whether Adegbile was a lawyer representing a client or an activist on behalf of a murderer. Faulkner’s testimony makes it clear that his legal team seemed to think of themselves as the latter. Plus, the Abu-Jamal case wasn’t about civil rights at all, but a dispute over the death penalty and its application in this case — when states almost always apply it when available to the murder of law-enforcement officials.

The question in this case is whether Casey’s colleagues in the Senate will be swayed by united, bipartisan home-state opposition to a nominee from this White House. Normally, that would be enough to torpedo an appointment, forcing the White House to look elsewhere for a less-controversial choice. However, Harry Reid didn’t blow up the Senate just to lose a high-profile appointment, either. That puts Casey’s fellow Democrats in a big vise, and gives Republicans lots of ammunition to argue that Reid’s change was to enable confirmations of radicals rather than smooth the process for supportable nominees. If Democrats want to have that argument available to them, then perhaps they should line up behind Casey here and deny Adegbile a Justice platform for his activism.

  • The Senate filibustered President Obama’s nominee to lead the Justice Department’s civil rights division, with seven Democrats joining Republicans Wednesday in arguing his past history defending a convicted cop-killer made him the wrong man for the job.

    The defeat of Debo P. Adegbile, who as a lawyer for the NAACP filed a brief arguing that former Black Panther Mumia Abu-Jamal’s murder trial was tainted by racism, is a major blow to Mr. Obama. It comes even after Democrats changed the rules last year to overcome filibusters with just 50 votes — but on Wednesday Majority Leader Harry Reid couldn’t even muster all of his own troops.

    A furious Mr. Reid hinted that Republicans’ opposition was based on racism, pointing to to several other black nominees that GOP senators had opposed earlier. But in the case of Mr. Adegbile, his defense of Abu- Jamal was too much for even some Democrats.

    The Senate blocked Mr. Adegbile on a 52-47 vote, with eight Democrats voting along with Republicans for the filibuster. One of those was Mr. Reid, who had to change to vote for the filibuster in order to be able to ask for an eventual re-vote — which he did.

    “Maybe it’s time that America had a good discussion on civil rights,” Mr. Reid fumed.

    Signifying the heft of the vote, Vice President Joseph R. Biden was in the chair, prepared to break a tie vote if it had come to that.

    Mr. Adegbile is the first of Mr. Obama’s nominees to be blocked since Mr. Reid forced the filibuster rules change in November. Before that, it had taken 60 votes to overcome a filibuster — a threshold that Democrats couldn’t reach if all Republicans stuck together.

    But after the rules change, almost all nominees now need just a majority vote to overcome a filibuster.

    Under those new rules, Democrats have forced through more than 40 nominees, including several that would have been blocked under the old rules.

    Mr. Adegbile, though, was too much for some Democrats, including Sen. Bob Casey, a Pennsylvania Democrat in whose state the Abu- Jamal murder case remains a hot topic.

    Abu- Jamal was convicted of killing a Philadelphia police officer in 1981.

    Mr. Adegbile said he oversaw an NAACP legal team that filed briefs in a Supreme Court appeal from Abu- Jamal. In those briefs the NAACP argued the judge’s jury instructions at trial were unclear, and that the jury was tainted.

    His defenders said Mr. Adegbile was acting as a lawyer and providing a vigorous defense as the Constitution envisions, but opponents said the NAACP didn’t need to step into the case and that the organization’s arguments went too far.

    The Fraternal Order of Police said it was opposing Mr. Adegbile’s nomination because of his involvement in the case.

    Mr. Reid, though, said Republicans’ opposition was based on worries that Mr. Adegbile would be too effective at the Justice Department. He accused the GOP of trying to limit voting rights, and said Mr. Adegbile had distinguished himself on those issues.

    Mr. Reid went further, listing a series of black nominees from Mr. Obama that he said Republicans had opposed, including Federal Housing Finance Agency Director Mel Watt, Bureau of Alcohol, Tobacco, Firearms and Explosives Director Todd Jones and Homeland Security Secretary Jeh Johnson.

    Of those, Mr. Johnson was easily confirmed to his post, while Mr. Jones managed to overcome a filibuster under the old rules. Mr. Watt, however, was only pushed through the chamber after Mr. Reid changed the filibuster rules.

    The chairwoman of the is calling House Oversight Chairman Darrell Issa (R-Calif.) to be stripped of his gavel for his behavior at a contentious IRS hearing on Wednesday.

    Rep. Marcia Fudge (D-Ohio) told Speaker John Boehner (R-Ohio) on Thursday that Issa’s conduct in the hearing — which included cutting off the microphone of Rep. Elijah Cummings (Md.), the ranking Democrat — amounted to “an affront to the expectations of the American people.” Fudge also said Issa should apologize on the House floor.

    “The American people have the right to expect that their elected leaders be held to the highest possible standards of conduct. Congressional committee leaders are held to an even higher standard due to their unique positions,” Fudge wrote in a letter to Boehner.

    “Congressman Darrell Issa of California abused his authority and therefore must be reprimanded to ensure the dignity of the House of Representatives is preserved.”

    Fudge’s letter comes in the wake of a memorable House Oversight hearing with Lois Lerner, the former IRS official at the center of the agency’s targeting controversy. While the Oversight Committee is no stranger to conflict, the hearing turned rowdy even by the committee’s usual standards.

    Lerner invoked her Fifth Amendment rights before the panel, as she had at a May 2013 hearing.

    After Issa had adjourned the hearing, Cummings tried to make a statement, at which point Issa cut off his microphone.
    Democrats yelled “Shame!”

    Cummings loudly criticized Issa’s handling of the IRS investigation without the microphone, calling it one-sided and “un-American.”

    “I am a member of the United States Congress of America! I am tired of this!” he yelled.

    Boehner stood by Issa on Thursday, saying he was “within his rights to adjourn the hearing.”

    The Speaker faced repeated questions from reporters about Issa’s behavior at his weekly Capitol press conference, and offered the oversight chairman a clear if unenthusiastic endorsement when asked if he would bow to Democratic demands to replace him.

    “Darrell Issa is the chairman. He’s done an effective job as chairman. I support him,” Boehner said.

    Democrats are using the hearing to push the message that Republicans are running the House in a heavy-handed manner.

    Dozens of Democrats appeared on the House floor Thursday to demand that the House condemn Issa, a call that Fudge put forward separately in a privileged resolution.

    "Chairman Issa's abusive behavior on March 5 is part of a continuing pattern in which he has routinely excluded members of the Committee from investigative meetings, and has routinely provided information to the press before sharing it with Committee members," the resolution reads.

    The resolution charges that Issa violated House rules, which say members must "behave at all times in a manner that shall reflect creditably on the House."

    Issa has suggested that Cummings, the Oversight panel’s top Democrat and a CBC member, is the one who should be apologizing.

    Issa told reporters that he had already told Cummings that there wouldn’t be opening statements, because Wednesday’s hearing was technically a continuation of Lerner’s earlier appearance.


    Issa also said that Cummings has gone to great lengths to impede the committee’s oversight efforts.

    If these were white on black, within the first inkling that this was a national activity, or even more than a coincidence, the entire government and media would have gone into action, there would have been federal and state task forces, whole plane loads of federal agents and investigators flying into the hot spots, emergency legislation, it would be treated like a deadly plague virus being unleashed, all stops would have been pulled out.

    As it is, it is treated like some odd weather phenomenon, mentioning it almost as an oddity, or a quirk of big city living.

    When Oak Tree Gun Club owner James Mitchell decided to be the first U.S. seller of the Armatix iP1 smart gun, he opened the flood gates to such widespread animosity from gun owners and 2nd Amendment supporters that it would threaten the continued existence of his store.

    In October of 2013, the National Shooting Sports Foundation polled 1200 Americans on smart guns and smart gun technology. Seventy four percent said the guns were not reliable, 81% said they would NOT buy a smart gun and 70% said the government should not mandate use of the technology.

    But the story of Mitchell’s enthusiastic support for the iP1, a pistol which features “smart gun technology,”–that is, a gun designed to fire only for its officially recognized owner–had already gone viral. Mitchell had long before leased office space in his store to Armatix; he had built a special display area for the .22 caliber, LR product and dedicated a portion of his pistol range to the exclusive demonstration and test-firing of the pistol.

    In February, the Washington Post reported smart gun technology to at last be available to gun buyers. “Electronic chips inside the gun communicate with a watch that can be purchased with the gun, making it impossible to fire without the watch. Gun control advocates, who believe smart guns could reduce gun violence, suicides and accidental shootings, marked the moment as a milestone.”

    The Post also reported that, according to the “extremely pro-gun Mitchell,” the iP1 could “…revolutionize the gun industry.”

    But unfortunately, in addition to revolutionizing the gun industry, the anti-gun left was equally determined to revolutionize the rules of gun ownership.

    For on February 20th, Massachusetts Senator Edward Markey introduced a bill entitled the Handgun Trigger Safety Act (S-2068). According to the Act, smart gun technology must be included on ALL handguns within 2 years of the law’s passage. And within 3 years, “…all pre-smart” handguns will become illegal to sell … until they are retrofitted with the technology.” It is already existing statute in New Jersey that within 3 years of the very first smart gun sale anywhere in the nation, “…only those handguns with the new “feature” will be legal to buy in the state (except by “Only Ones” [police] and other government hired muscle).”

    How much will smart gun retrofitting cost America’s gun owners? Not a thing as Sen. Markey’s bill also mandates all existing handguns be made into smart guns FREE OF CHARGE by the nation’s gun manufacturers. Rather a clever way to bankrupt every company which makes pistols in the United States, isn’t it!

    So not only will the nation’s anti-gun politicians have a field day dismantling both the 2nd Amendment and the country’s gun makers, it will all be accomplished in the name of a firearm manufacturer, Armatix, which proudly guarantees their product will determine “…with 90 percent accuracy, whether a gun was being held by a person wearing a watch meant to pair with the firearm.”

    Huh? Does that mean one shot in every 10 round magazine might be fired by someone not meant to be able to use the weapon? Or is Armatix saying that the gun might misfire 10% of the time?

    Either way, the Examiner reports Oak Tree owner Mitchell “…is facing a furious backlash from customers and gun rights advocates who fear the new technology will encroach on their Second Amendment rights if it becomes mandated.” And make no mistake–James Mitchell was DEPENDING upon the state and/or federal governments to mandate the purchase of smart guns in order that he might cash in. For even in California, who in their right mind would pay the Armatix asking price of $1,399 dollars for the pistol, plus another $399 for the companion watch when the manufacturer guarantees their pistol to function properly only 90% of the time?

    In 2010, my Glock 23–a .40 caliber pistol which fires EVERY time–was $525.

    “These people are anti-gunners,”
    said a customer on the Oak Tree Facebook page. “If you care about the ability to exercise your [Second Amendment] rights, I would suggest that you do not continue to frequent this place,” added another.

    So distressed is James Mitchell by the nationwide animosity resulting from his having gone “all in” with Armatix that he is RUNNING, not walking back the story of his relationship with the company. In fact, the Oak Tree owner now effectively claims to have never even HEARD of the smart gun manufacturer! What leased space, what exclusive right to sell the gun, what remodeling of his store and pistol range? According to Mr. Mitchell, “our facility does NOT carry the Armatix pistol, never has, and the comment (that Oak Tree was) ‘the only outlet in the country selling the [Armatix] iP1' was taken out of context in an interview conducted by the Washington Post.” This from the gun store whose address Armatix “… lists on its importation FFL as its premises.”

    Like so many before him, self described, “pro-gun conservative” James Mitchell found discretion to be the better part of valor and cancelled plans to make a bundle by embracing the smart gun agenda of the gun-grabbing left.

    No one should wish that bad things happen to a businessman for wanting to make a profit. In Mr. Mitchell’s case one might make an exception.

    But the issue is fraught with difficulties for four Democrats who won't appear.

    On Monday night, Senate Democrats are hosting a rare pajama party of sorts, conducting an all-night “talkathon” on climate change – minus the pajamas, and definitely minus some of their colleagues.

    Twenty-eight Democrats and two left-leaning Independents, including Senate majority leader Harry Reid of Nevada and his top lieutenants, are scheduled to speak in shifts until about 9 a.m. Tuesday. The event is not a filibuster, nor is it related to any legislation. The intent is to urge a divided Congress and nation to “wake up” on this issue.

    Some notable Democrats, however, are no-shows: Mark Begich of Alaska, Kay Hagan of North Carolina, Mary Landrieu of Louisiana, and Mark Pryor of Arkansas. It’s not that they want their shut-eye. It’s that they want to win their very competitive races come November.





    “Climate change is a mixed bag” for Democrats, says Jennifer Duffy, who tracks Senate races for the Cook Political Report. “While it certainly motivates parts of the Democratic base, it also is a big negative for them with other voters.”

    It all depends on the state, she explains.

    Senators Landrieu and Begich are locked in tight races in energy-producing states that depend on fossil fuels for jobs. The Alaska chapter of Americans for Prosperity, for instance, is spending more than $400,000 on advertising that hits Begich for being “on record supporting a carbon tax,” according to Politico. Senators Hagan and Pryor are simply “very vulnerable and are shying away from controversial issues like climate change,” says Ms. Duffy.

    All four represent red states that Mitt Romney carried in 2012 and where President Obama and his agenda are not very popular.

    Meanwhile, Americans don’t consider climate change high on their list of national priorities. According to a January 2014 survey by Pew Research, it ranked second-to-last among 20 issues tested, with a rating of 29 percent.Many Democrats, however, still believe climate change is a winner for them.

    Former Vice President Al Gore, at a recent Senate Democratic fundraiser in the San Francisco home of billionaire Tom Steyer, urged Democrats to make global warming a central midterm election issue, according to The Washington Post. Mr. Steyer’s advocacy group, NextGen Political Action, expects to use $50 million of Steyer’s money and $50 million raised from donors to support candidates fighting global warming. That money will be withheld from Democrats who duck the fight or even oppose it – though it will not be spent against them.

    The last time that Congress seriously attempted to address climate change was in 2009, before the GOP took control in the House. Democrats in that chamber narrowly passed a bill to cap carbon emissions. It never made it through the Senate, and in the end, the effort was thought to have contributed to Democrats’ losses in 2010.

    Which explains why some concerned Democrats feel an urgent need to launch a talkathon – which is really a media campaign (follow it on #Up4climate). It also explains why some Democrats will be safely tucked in their beds while one of their colleagues makes an impassioned plea to the C-SPAN camera.

    Police: Man shoots, kills 2 teens during beating Milwaukee

    Milwaukee police say a maintenance man shot and killed two teenagers as he was being beaten with a baseball bat.

    It happened Wednesday afternoon in an apartment building on Milwaukee's west side.

    Authorities say a 19-year-old man and a 17-year-old girl died at the scene.

    Milwaukee Police Chief Edward Flynn says the two teens, along with a 21-year-old man, got into an argument with the 39-year-old maintenance man in a stairwell in a common area of the building.

    The Milwaukee Journal Sentinel reports one of the three beat the maintenance man while he was being held. The maintenance man then pulled a gun and shot the two teens.

    Flynn says the maintenance man was taken to a hospital with non-life-threatening injuries. The 21-year-old man was arrested.
