GWB was weak by that time. Putin knew he couldn't conceivably respond in a meaningful way and would have to leave it for his successor, which apparently would be a neophyte who clearly would have no idea how to deal with it. And Putin was right.

GWB had expended his strength on responding to 9/11; that is no secret. And he has been candid in considering it one of the failures of his administration. No one is perfect.

But Obama has gotten much of anything right yet; and the future looks only worse because he apparently does not learn from his mistakes.
