If he was being thoughtful, he wouldn't have said "We will punish you" when he has no effective way to punish. If Kerry was being thoughtful, he would have said, "You just don’t in the 21st century behave in 19th century fashion by invading another country on completely trumped up pre-text, at least not since I voted to invade Iraq in '03”.

I've seen the proposal floated that the G-8 shrink to the G-7, by kicking Russia out to punish them for Ukraine.
