A short addition to this post, Bread. Your posts read as if you think that, in the aggregate, people choose to be poor. And good social policy would put in place negative incentives to discourage that choice. No, John. By in large what I am saying is that current government social policy helps to keep people poor who are already poor. That's my take on it from what I know and I'm not saying that I'm on expert on it. By the way did you catch James Surowiecki's article in "The New yorker" last week on "The Mobility Myth?"
