They certainly didn't help the situation. But yes, Putin has been fanning the flames of division in the Ukraine for a while. As their economy has frayed, the various ethnic groups in the Ukraine have become more and more intolerant of others. Russian 5th columnists have been taking advantage of that, which is why the accusations of neo-nazi influence is so prevalent. Neo-nazis are a problem, but it is a countrywide problem. Pointing out the neo-nazis in the pro-EU contingent plays well to the pro-Russians. Despite their own neo-nazis...
