People around the globe are calling Obama the Anti-Teddy Roosevelt: He is speaking loudly and carrying a small stick.

It is interesting timing that within days of Hagel announcing that Obama decided we would be unilaterally disarming that Russia acted aggressively. There is something provocative about projecting weakness.

Realistically though, I doubt if Obama's current display of weakness had much to do with the timing of it. Putin was most likely preoccupied with Sochi. This was when he had time to deal with the potential disruption of Russia's access to their Black Sea naval base.
