At some point in time poeple started receiving welfare benefits for out of wedlock kids and a paper trail exists from that point forward. How else are the PHD's keeping track of out of wedlock birth rates? I do concede your point for pre-welfare times--we can't actually know, but given that the out of wedlock birth rate has been mostly rising ever since they've been keeping records on it one would assume it was coming off a very low base to start.
