You correlate this with welfare, which was drastically cut back by Clinton, yet the OOWB rates just keep rising. Doesn't this show you your correlation is faulty? I'd lay the increase more to societal changes, the future happening, which CANNOT be turned back. A prime example of this is the "War on Drugs", which has been a total failure for 40 years of trying.
