The only people that Obama is capable of retaliating against are Tea Party groups.

The presence of, or the promise of consequences are intended to change behavior… to stop unwanted behavior and to encourage desirable conduct. Every adult knows this. Consequences range from ignoring inappropriate behavior to nuclear bombs. We know that there are two types of behavior that get worse and worse until they are met with an overwhelming force that stops them. These behaviors fall under disruptive and or aggressive behaviors. This is true because of the motivations and goals behind these types of behaviors. Empty threats are ineffective because they will always be challenged and only serve to make matters worse.
